How do you use bzip?

Hello, I appoligize in advance for my ignorance as I would imagine this is a common question.
How do you bzip a file? I use sv_downloadurl on my web server and downloads are fairly fast, but I want to make them faster for the newcomers who don't have all of our models, maps, sounds etc that are associated with mani and a zombie mod server.
I've searched these forums and spent some time on the bzip website but I'm still completely lost.
All I'm really looking for is even the most basic of tutorials, just something to toss me in the right direction.
