Timer Issues

I've been having issues with a zombie not being picked after server has been up for a few days and hasn't crashed/restarted. Anyone else experienced this?

i noticed that when low in number of people on server like 4-11 the zombie doesnt spawn till 2-3 mins into the round . its set at 20 secs
and we are having people time out more dunno if thats related
